Workforce Planning Process

The initial objectives for each review were recommended by the Workforce Planning Team and approved by the President, Provost, and Vice President for Administration and Chief Financial Officer. A lead team was established for each review and this team was chaired by the vice president responsible for the function.

Process Details

President Rawlings appointed a Workforce Planning Team to lead the review of administrative and service staffing responsibilities.

The specific objectives, structure and process for each review varied to best fit the needs of each functional area. Each review typically involved one or more work teams from staff throughout campus focused on examining major policies and processes in an effort to improve the effectiveness and efficiency of operations. An external review process was occasionally used for administrative functions in which the locus of responsibility was concentrated in a single organization.

Recommendations were developed by the lead team in each functional area and submitted to the Workforce Planning Team for review. Final recommendations were submitted by the Workforce Planning Team to the President, Provost, and Vice President for Administration and Chief Financial Officer for approval.

The Workforce Planning Team responsible for this initiative was chaired by Carolyn Ainslie, Vice President for Planning and Budget, and included Deans Susan Henry (CALS), Bob Swieringa (Johnson School), Phil Lewis (A&S, 2001–03), Peter Lepage (A&S, 2004–05), and Ed Lawler (ILR, 2003–05), Vice Provost Walter Cohen (2001–03), and Inge Reichenbach, Vice President for Alumni Affairs and Development. Senior Project Director Paul Streeter supported the team. The Workforce Planning Team served as an advisory committee to the President, Provost Biddy Martin and Vice President for Administration and Chief Financial Officer Hal Craft.
